More than 60,000 migrants have entered the Spanish enclave of Ceuta from Morocco. Spain’s prime minister, Pedro Sánchez, blamed the surge on “human trafficking mafias.” He said the groups had exploited a recent ruling by Spain’s supreme court. The ruling said people intercepted at sea while attempting to reach Ceuta or Spain’s other North African enclave, Melilla, could not be summarily returned under special procedures. The movement has intensified pressure around the enclave.
