Singapore is considering changes to its en bloc rules that could make collective sales easier for ageing private developments. The proposed amendments would reduce the owner-consent threshold for buildings aged 40 years and above. They would also introduce stronger safeguards for owners who do not want to sell. Industry observers say the changes could support urban renewal, add to housing supply and rejuvenate older commercial districts if Parliament approves them.
