Taiwan’s 2026 Urban Resilience Exercise for the first time simulated a wartime communications disruption caused by damage to undersea cables or mobile phone base stations. During the drill, high-traffic services including short videos, streaming and mobile payments were unavailable. An expert said the exercise could improve psychological preparedness and encourage alternatives to mobile networks.
