Cuba is again experiencing blackouts that are disrupting life for nearly ten million residents and damaging the wider economy. The Caribbean island produces only 40% of the fuel it needs and is struggling to receive shipments because of US restrictions. A Russian delivery of 730,000 barrels of oil made in late March was exhausted by the end of April, leaving the power crisis unresolved.
