WorldEU fails to agree on 21st sanctions package, raising prospect of Russian oil windfall

The European Union has failed to reach agreement on its 21st package of sanctions, making a windfall from Russian oil more likely. Asked by The Kyiv Independent whether she could guarantee that the cap on Russian oil prices would not lapse on July 15, EU foreign policy chief Kaja Kallas said she could not offer any guarantees.
