Daylesford small business owner David Penman was unhappy with the work of his local Victorian council. He used little-known laws that require elected officials to stand down and privately prosecuted five councillors. The legal action forced the councillors to leave their positions. As a result, only two councillors remain able to serve. The council has effectively been prevented from making major decisions.
