Refiners and oil-producing companies in the United States and elsewhere are expanding their share of Venezuela’s crude market. They are doing so by signing direct contracts with state-run PDVSA. The agreements put pressure on global trading firms that secured earlier deals with the government of interim President Delcy Rodriguez. Competition over Venezuelan oil is consequently shifting toward direct commercial arrangements.
