At least three people were killed and 21 injured when a homemade explosive device detonated at the Balzi Rossi Italian restaurant near central Moscow, Russian state media reported. The National Anti-Terrorist Committee said a woman carrying the explosives was stopped by a security guard before the blast killed her, the guard and a visitor. The cause and intended target remain unclear. Moscow Mayor Sergei Sobyanin called it a “cruel act of terror”.
