Luis Carlos Rúa took his oath in Colombia’s Senate wearing the white cartoon-elephant costume associated with his alias, Elefante blanco. He spent five years exposing overpriced or abandoned public works while hiding his identity, then won about 124,000 votes. Rúa says he will continue his anti-corruption oversight from the Senate.
