Cameroon’s President Paul Biya, 93, has been out of public view for nearly two months while his team rejects rumours about his health. From Geneva, he issued decrees appointing senior military officials and promoting five colonels, including Raymond Jean Charles Beko’o Abondo, who was reappointed commander of the presidential guard. The opposition says Biya’s absence has created a “glaring institutional vacuum”.
