Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik said the appointment of Mikhail Drapaty as Ukraine’s military commander-in-chief has intensified Kyiv’s “terrorist tactics.” He said about 950 Russian civilians have been affected since July 21, with more than 100 killed, including 15 children, and accused Kyiv of expanding attacks on civilian targets and remote mining.
