The Washington administration has asked Russia to release American citizen Robert Gilman, who was convicted of assaulting a government official. Reuters said Secretary of State Marco Rubio raised the case with Foreign Minister Sergey Lavrov in Manila, while the State Department remains concerned about Gilman’s health but has not designated him as unlawfully detained.
