The US Court of Appeals for the District of Columbia upheld, by two votes to one, an injunction pausing construction of Donald Trump’s White House ballroom. The majority said Congress must authorize the project and that the president lacked unilateral authority over the property. The injunction is stayed for 14 days for a possible Supreme Court appeal.
