Moscow said on Wednesday that it had placed Russian-born Telegram chief Pavel Durov on an international wanted list for “complicity in terrorism.” Russian security services accused Durov of failing to take down channels, chats and bots on the messaging platform. They alleged that Ukraine used those materials to recruit people for deadly sabotage operations inside Russia. The notice adds a terrorism-related legal accusation to the pressure facing the Telegram founder.
