WorldState Department raises Spain travel warning after migrant surge in Ceuta

After tens of thousands of migrants entered Spain’s North African enclave of Ceuta from Morocco, Spain deployed the military, national police and Guardia Civil. The State Department raised Ceuta’s travel advisory to Level 3, warning that the massive, uncontrolled arrival could create unpredictable and dangerous security conditions.
